Effects of the Open Government Partnership on democratic governance: a systematic literature review

Abstract

Over the past decade, the Open Government Partnership (OGP) has significantly expanded among its member states. However, there is limited evidence regarding its impact on the democratization of public management at both national and local levels. This article presents a systematic review of the literature aimed at identifying the effects of the OGP on the democratic governance of its members, which is defined through three key dimensions: (1) legitimacy, (2) effectiveness, and (3) social justice. Additionally, potential explanatory variables for the observed changes are also explored. The findings reveal that the OGP positively affects democratic governance. Still, these are contingent on specific conditions, such as the active participation of social actors and the institutional strength of its members. These results raise doubts about the OGP's capacity to drive meaningful change in contexts characterized by low social support or weak institutional frameworks.
