The right of access to public information stands as a legal instrument that allows controlling the actions of public officials. To achieve these ends, this right is aided by transparency and accountability as its cornerstones. In Cuba, this right has been expressly recognized in its new Constitution, which establishes a step forward in the matter. However, the absence of secondary legislation weakens its effective exercise
