The experience of the Public Administration of the Autonomous Community of the Canary Islands

Transparency is a requirement of every democratic State of law, as a guiding principle of the actions of the Public Administration and the right of access to public information one of its main manifestations. Spanish law has been slow to enforce this right through its own legal development, after being included in the Constitutional Text; and has done so through an ordinary law, not as part of the doctrine that avocated granting it the character of a fundamental right. Thus, it must also be the political vocation to contribute to the strengthening the principles and values of participatory democracy through compliance with the regulations by all personnel obliged to do so. In similar terms we can refer to administrative laws, in some of which transparency has been incorporated as a principle of action of the Administration, which well deserves that transparency becomes a priority objective of every public manager.
