Challenges and evaluation tools for university opening. Proposal of the transparency index of Latin American universities (INTULAT)

Transparency is a widely studied concept in the Social Sciences, although its conceptual rigor has not always been sufficient. One of the areas where there have perhaps been the most theoretical slippages in relation to transparency is precisely its evaluation. At a methodological level, this paper includes a theoretical and experiential review of transparency assessment with the aim of proposing a Transparency Index for Latin American Universities. Although there have been specific evaluation experiences in this field, none of them have so far had a regional focus or have been sustainable over time. In particular, the proposed index assesses the publication of information in six vital areas to make transparent: institutional and governance Information, planning and accountability, staff, students, economic and financial information and scientific and academic results. The proposal is based on the need for a tool that allows for the rigorous and systematic evaluation of transparency in universities in the region, which can be applied later.
