Accountability of Government Commitments in Ibero-America

The article proposes an index for accountability of government action to measure the extent and effectiveness of accountability mechanisms through which public officials serving in the public administrations of Ibero-America inform and justify their actions to the public contrasting them with the publicly established framework of reference, and assume the consequences derived from their conduct. From the index, it is evident that among the existing initiatives those from Paraguay, Colombia, and Spain stand out for their higher level of technical and institutional quality, while those of the Dominican Republic, Peru, Guatemala, and Panama are poorer. Considering the differences observed, potential factors behind them are examined. In the paper, it is noted that neither the level of development, nor the quality of democracy, nor the ideology of the government are explanatory factors for the variations among the nine initiatives examined.
