Rhetoric and metaphor of transparency

In recent decades, transparency has been considered a legal and political institution necessary for improving the standards of democratic states, and a requirement of political processes and public management. The conceptual difficulties of the term, as well as those associated with it — such as 'public', 'secret' and 'publicity' — are studied in detail, highlighting their semantic complexity and how this is exacerbated when they interact, creating a coexistence of meanings that is difficult to manage. The interplay between rights and institutions is analyzed, resulting in what is termed a 'transparency mechanism'. Given the above, this mechanism is necessarily limited in its role as a mediator between publicity, the public and secrecy. In democratic states, this ultimately manifests as quantum-like behavior, where metaphor and rhetoric display their full capabilities. Nevertheless, the transparency mechanism remains essential in democratic states governed by the rule of law; for now, at least.
