Is MESTA the definitive system for evaluating transparency in Spain?

Abstract

Spain is a country where there has been a long tradition of evaluation of the public transparency. Since 2008 Transparencia Internacional España has been evaluating the transparency of certain institutions, such as the Comunidades Autónomas and their local governments, to which other institutions or bodies, with more or less dissemination and impact are added, for example, Acreditra, Mapa Infoparticip@, Dyntra, etc. The last methodological approach taken in account with the other proposals, has been the Methodology for Evaluation and Monitoring of Transparency in public Activity (MESTA for its initials in Spanish) developed by the Council of Transparency and Good Governance. This evaluation system, presented in 2016, has got a minimum practical application thus far, with only four editions published by the different supervisory bodies of transparency. However, it can become the reference system because the former systems seem to be disused. Therefore, it is well worth giving the system the attention it deserves, its methodology and practical application, especially, every eventuality and difficulty that the system has experienced in order to perfect it.
