The complex legal framework of the Transparency of the Basque Country

The aim of this article is to disseminate the normative regulation that affects the transparency of the different jurisdictional powers in the autonomous region of Basque Country. There are 4 different powers: The state peripheral administration in the Basque Country, the regional, the autonomous (foral), and the local administrations. A comparative analysis is carried out in which the different particulars of these regulations are analyzed: The active advertising, the right of accessing to information, their procedure, deadlines, the competent bodies and their roles, the penalty system, and the limits. It concludes that there are many differences in the analyzed particulars, and that the complexity of this framework influences the effort of the citizen when gaining access to information.
