Advances and challenges in the management of public ethics in Latin America

Abstract

This document addresses public ethics as a cornerstone for the proper development of public management and its link with other essential figures such as access to public information, Open Government, transparency, accountability, citizen participation, innovation. collaboration, the creation of public value, the fight against corruption, the objectives of sustainable development and finally, the right to good governance that encompasses them, since to develop all these aspects it is necessary to have a solid ethical framework.

After developing this conceptual theoretical framework, we proceed to diagnose the current situation and the progress made in ethical matters in the Latin American region in general, where the difficulties and limitations that exist in the matter are recognized in the first place, but also the efforts and actions implemented by the countries to achieve adequate ethical standards.

Finally, as the third section, the ethical challenges posed by Latin American public institutions and society in general are developed, and which must be overcome in order to reach ethical levels that allow the strengthening of the democratic system in the region.
