University and transparency

However, public universities also create or participate in the creation of a great diversity of entities, both public (consortiums) and private (foundations, technology-based companies, associations of centers, students, alumni... When such entities depend on the University, they also fall within the subjective scope of the transparency laws, which is not always taken into account. In addition, there is the singularity of privately owned centers attached to public universities by agreement. On the other hand, the subjection of private universities to transparency laws, despite the fact that they would objectively manage a public service, is more problematic.
