The Mexican federal entities, in compliance with constitutional principles of transparency and regulatory improvement, provide citizens with information on procedures and services through technological tools. The study evaluates whether these means offer citizens quick, easy, and timely access to the necessary information and tools to address their requests. Employing a qualitative approach and data collection tools, an innovation implementation ranking is obtained. Best practices are identified to streamline procedures and services, prevent corruption, and reduce time and costs. The results reveal discrepancies in development priorities at the subnational level and connectivity limitations. Advantages, disadvantages, and areas of opportunity for decision-makers in the implementation of e-government as a key element of public value are identified. Implementation strategies are proposed based on the literature of strategy gurus and Industry 4.0 technologies.
