Do you see? What do you see when you see me? Institutional trust and Open Government

In public policies, the exercise of defining an object of intervention or a result or an impact is highly relevant to the extent that it marks the limits of what is possible, desirable and achievable. This work problematizes the content given to two issues that occupy the center of attention in the proposals for democratic revitalization, public management reform and the exercise of governance: open government and trust. The objective is to point out why trust is relevant to promote collaborative and participatory processes typical of open government, as well as to reflect on the extent to which open government policies can be useful and effective in creating trust in institutions.
