Transparency and interest group management in Catalonia
A qualitative diagnosis of influence and institutional change

The study analyzes perceptions and practices related to transparency and the management of influence within the Administration of the Generalitat of Catalonia, focusing on the implementation of the 19/2014 Transparency Law and the functioning of the Catalan Register of Interest Groups. Using a qualitative approach based on interviews and focus groups, it examines how senior officials, administrative staff, and representatives of interest groups interpret lobbying, the usefulness of the register, and the effectiveness of openness policies. The findings reveal a general commitment to transparency, but also perceptions of bureaucratic burden and uneven implementation. Conceptual ambiguities, technological limitations, and an administrative culture still oriented toward formal compliance are identified. The conclusions highlight the need to strengthen training, interoperability, and institutional pedagogy to consolidate substantive transparency. The study advocates moving toward a model of traceability that connects transparency, influence, and democratic legitimacy.
