Public spending and transparency in the Mexican government

Transparency and accountability is an obligation and a perennial right, but also an ethical commitment. It is a legal obligation of the State, a right of citizens, but not a practice of the institutions, even when there are constitutional orders. The obtaining, management and application of resources must be controlled in the same way that citizens are controlled, whether they are taxpayers or not, transparency and government review must go beyond a publication and accounting, documentary review, their expenditures must be submitted to compared price procedures, transparency and verification of its expenditure must be strictly essential.
Transparency and accountability is the right to inform and make transparent the application of economic resources, in the logic that they will be applied for the exercise of other social rights, such as health, education, security, housing.
