Transparency, Opacity, and Accountability in Adoption Processes in Mexico

This article analyses the institutional transparency of adoption processes in Mexico, understood as a particularly sensitive public policy due to its direct impact on the rights of children and adolescents. A qualitative descriptive-comparative design was employed, based on the systematic analysis of public information from the National System for Integral Family Development (DIF) and the state-level DIF systems. Using a set of analytical variables, a comparative matrix and a synthetic index of institutional transparency were constructed. The results reveal marked heterogeneity among federal entities and the predominance of formal transparency practices, focused on the publication of general requirements, alongside persistent deficits in dimensions associated with substantive accountability, such as the disclosure of decision-making criteria, information on processing times, and oversight mechanisms. Finally, it was found that the lack of uniform implementation of guidelines and proactive transparency obligations limits democratic control of the adoption system and underscores the relevance of differentiated transparency models capable of reconciling child protection with institutional publicity.
