Effective Implementation of Algorithmic Transparency in Public Sector Administration
An Analysis from the Perspective of Spain’s General State Administration

The paper analyzes the effective implementation of algorithmic transparency in the administrative function of the Spanish public sector, focusing on the General State Administration. It employs a qualitative and exploratory approach based on three dimensions: empirical work, regulatory review, and the analysis of official documents. The study concludes that, despite regulatory advances and strategic initiatives, actual transparency regarding algorithms remains limited due to technical and legal barriers, insufficient proactive disclosure, and an incipient regulatory application. The research highlights the need to establish effective and consistent accountability mechanisms to ensure institutional trust and legitimacy in the use of artificial intelligence.
